If you are speaking about a legal procedure called "Expungement" where a matter is "Dismissed" by a Superior Court you can do this yourself without a lawyer or attorney. Simply contact the Court in the County where the matter occured and ask for an Application of Expungement and follow their insutructions for completion and send in the required fee as a money order. You can also search for a lawyer who specializes in Expungement of Records. GOOD LUCK! :-)

If you are speaking of court records, then a Criminal Lawyer is the best. He will have to petition the court to have the records sealed.
