Because all the wars from Korea on have been waged without a declaration of war by Congress.

I'm not sure how you mean that. Do you mean that Pres Bush didn't declare war, but congress did? Or do you mean that congress can't stop the war?

Congress did vote for the use of force after being told that the intelligence showed Iraq was close to getting nukes which wasn't correct. Before going to war, would it be pertinent to collect intelligence information that is not five years old and flawed?

I think after 9/11, there was such panic in our government that there were some terrible decisions made by both the republican majority congress and the Bush administration. The democrats went along with it also. I am sure they all voted for it based on the information they had at the time.

Congress can declare war, they can also stop it by not funding it. They don't really want to do that but are trying to get Bush on a path that will work in Iraq so we aren't there year after year. Way too many mistakes have been made in the execution of this war. It has to be turned around.

You are right, the constitution clearly gives congress the power to declare war, however, there are many ways to go to war without declaring it. We haven't actually declared war since 1941.

Prob. because many ppl wouldn't recognize the Constitution until they were smacked in the face with it. They're too preoccupied with brangelina and American Idol to be concerned with gov't.
Apparently though, Congress doesn't recognize it either because they violate it every damned day.

during vietnam Johnson did.
congress voted to have him be able to make all decisions then later decided that was a bad idea and then passed some kind of right so they could decide if it was a good choice to send more men in.
