The people you are capable of convincing and keeping convinced that you are The authority. It is a combination of charisma, publicity and resources.

The only thing that creates an authority are the followers who support such...

Ex.: a minister must have a congregation, else he cannot minister...a CEO must have employees, else he has no office to uphold...a lion must have a pride, else he is a loner, not a king...if a government has no people, then what would they govern? See???
