You can't but you can use email to fax or fax to email systems. Just do a search for them. Most are pay services however.

all you need is phone service
the fax pluged in to the phone jack
depender on fax machine - how to dial out to send you might need a phone
just to recieve no phone needed

if fax machine is software on computer
you can do both
