shifting is a driving style that has to be learned, try doing it YOUR WAY not someone elses, all cars and truck are tuned very differently and sometime the tachs are not the best answer...but to answer your question...
FAST-3600RPM
SLOW-2700-3000 this will save you gas because it alows the higher gear to do the work...but shift down to accelerate when doing it this way.

depends on vehicle but if you have a tach watch that and do not go into red line area. Lower rpms shifts and smooth ones will get the best mileage. what kind of car or truck do you have ? I could help more if you write and tell me what you are driving I am a old truck driver and unfortunately best would be to show you. go to a driving school maybe or ask a friend who might be close to you to take a ride and show you. sorry not much help. hard to describe on paper easier to show you good luck

It would help if u said manual or an automatic /w shift kit or tiptronic. I usually shift my manual at about 3,500 rom. (4 cyl). My RWD Cadillac with modified chevy 350 I shift it at about 4,000-4,600 rpm; just so I can feel my head thrown back into the headrest!

You can tell when to shift by listening to the motor. If it is revving too high shift up.

just a tad before the red line. for a casual spin, i dont strain it and just let it hum nice and warm
