The same companies that manufactured environmentally friendly hydrocarbon refrigerants before many of them were banned. Aside from CFCs there are no environmentally friendly hydrocarbon refrigerants. All the CFCs are too heavy to diffuse into the upper stratosphere where they can be rendered dangerous by UVC radiation, and UVC radiation does not reach the Earth's surface.
