I am not sure if it is immoral. I suppose it is immoral if you set out to purposely kill the neighbor by attempting the surgery. :o)

No, "qualified" is a vague term. A surgeon who's qualified in a third-world country run by a drug cartel or has a witch doctor might not be qualified in the U.S.

I don't see why lack of qualifications should hold you back from following your dreams. I think that a person shouldn't be held back by medical association guidelines, state and local laws and other ways to keep us down and ruin our dreams.

It is illegal to perform surgery without a license for money. Now, if you perform circumcisions without a license it is legal as long as you only take tips.
