my computer won't go on because of this. could it be the motherboard.

You may have a problem w/ your power supply. After pushing the power button, the power supply is supposed to give the "Power good signal" to the motherboard w/in 100 to 500 milliseconds if the +12V, +5V and +3.3V rails are w/in specified threshold. It looks like your power supply is unable to generate "Power good signal" because of inadequate output from one or more voltage rails.

I had a laptop that faced a similar problem. When I took it to a local computer shop, they said the motherboard died.

check the power supply.. is the fan for the power supply working? you need to be more specific.. any beeps?
