My opinion is that, to the extent that a Mental Illness affects a persons ability to navigate through daily life, and to function independently, then yes, this should be a place where those kinds of issues can be addressed.
(such as the inability to hold down a job, or not being able to go places, and the issues surrounding needs for assisted living, etc.)
Other issues intrinsic with Mental Illness ... like questions about medications, symptoms, and things like that should be addressed in the Mental Illness category.
It is all a matter of what is appropriate for the category, and some will fit here, while others fit elsewhere.

Firstly not everybody is against people with mental illness receiving disability benefits but it can sometimes feel that way. There has always been some stigma attached to mental health difficulties despite it being likely that at some point everybody may be at risk of mental ill heath. The public are sometimes ignorant about the effects of serious mental illness There are some people who believe that suffers could 'pull themselves together' if they wanted to which as you know is simply not true There are some people who exploit the system but this happens with physical disabilities also you must have seen on the news people who claim they cannot walk, yet they are found carrying out jobs etc, where they are shown to walk, climb ladders etc. So I am not totally convinced this is about fraud, I think some people stereotype what they consider disabled, they have a picture in their mind of what a disabled person acts or looks like and anything which does not fit this picture is in their opinion not disabled enough to be considered disabled, there are lots of invisible disabilities and people are confronted at blue badge parking spaces, when using adapted toilets, lifts etc because they do not fit the stereotype which some people hold, it is assumed because they can walk they cannot be disabled, I think many people with disabilities face challenges from people almost every day whether it be a wheelchair user trying to access the wheelchair space on the bus being told they should not go on buses by a person using the space for a pushchair or the lady who was asked by a budget airline to prove she was deaf in order to take her hearing dog on board, showing her hearing aids and hearing dog ID cards was not enough she missed her flight However for every person who behaves in a negative unhelpful manner there are more who are willing to assist and try to understand Your mother is entitled to her benefits just like any other person with disability whatever the cause it is not about illness, disability etc it is about the level of care that person requires

I don't see anyone guidelines to this category accept for the title "People with Disabilities" so that should be anybody with a disability. Your right about the stigma.

They are but the mental defect as they callit has to be proven and backed up. It is hard to get any disability for any reason.
