By definition a state is considered sovereign when it possesses a monopoly over the instruments of justice and the use of force within clearly defined borders.
Ex. The U.S. is sovereign because the gov't completely controls inside our borders.

In what context?
Sovereignty refers to supreme legal jurisdiction. Individual Sovereignty would mean not subject to another. New York is independently sovereign from Florida or New Jersey. The government of one state has no jurisdiction in any other.
