Don't they say "A smile is a mirror to the soul?" So I have a few opinions. Beautiful is when something about the personality leads to the attraction. Sexy is pure physical. Someone can be sexy only, but that is not very intimate.
someone can be beautiful but not necessarily in a sexy way. Someone can also be beautiful and that could lead you to find out later that, intimately, they are sexy.

A beautiful woman takes care of herself and respects herself, as well as kind, helpful, and intelligent.
A sexy woman just looks good.

You can tell if a woman is beautiful from a photo. To know if she is sexy you need to see her move, talk.. do something. Sexy is about how she carries herself.
