1) Find discussion forums related to your website's topic and post on them. Most discussion forums allow you to have a link to your website in your signature. Do not ask people to click your link, just post quality content to the forum and people will click your link.
2) Put your website's pages into StumbleUpon
3) Write an article about your website's topic and submit it to EzineArticles.com
4) Create a Squidoo page about your website's topic, and put a link to your website in it. Squidoo pages rank quite highly in Google results.

First of all the website you are advertising MUST HAVE INTERESTING, FREQUENTLY UPDATED CONTENT. If this is not true, than most of these will not work.
If the above IS true, a few of ways are:
-By word of mouth. Tell your friends, if they like the website than they'll tell their friends, on and on. This is primarily how the popular website http://www.homestarrunner.com became well-known.
-If you have Adobe Flash, create a flash animation with a link to your website and post it on http://www.flashplayer.com and/or http://www.newgrounds.com.
-If the content is art-related, post some content on a community website such as http://www.deviantart.com and dont forget to put a link to your website somewhere in there.
-Walk about in public wearing a t-shirt stating "SEX!!" followed by the URL of the website in question.

Why not trying to use Google to do it. They along with Yahoo! have advertising packeges that you can purchase to advertise your website.
If you're not willing to pay the fee, than there are other alternatives, such as registering on other websites, such as forums, and putting a link in your signature. (If allowed.) Maybe exchanging links with another website with a similar topic would help you to gain traffic, as well as the other website.

Some ways to Advertise your site is by creating a videoAds and uploading in Youtube.com, veoh.com or any other VideoBlog sites. Forums would also be another option. if you are a member of any forums or discussion board, then you may want to create a thread about your site. Also, if you are a student, college or high-school, you may want to create a flyer's or post-cards and post them in a bulletin board in your school.
