by saying "i hope i answered your question" they are pretty much telling the person that they are really trying to help and not just put any answer down.

some people don't always know what your looking for, even though you tell them some info in the details. Some people don't go into too much detail when asking for a answer cause they know people won't read something very long so they just put the basics and people don't always know how to answer because of what was given to them.
