When I go to task manager. it says that my network utilization is 0.2%, and for me, the average is always around that. Is it a problem, because sometimes my connection speed is very low, is it affected by the network utilization?
If it is possible, how can I fix it?

I am using wireless. I know that my speed is low because when I use mIRC, the speed is 3kb/s to .001kb/s. It is strange, as it happens only during the afternoon and parts of the night. Around 6AM, it would have better speed.
The network utilization is always so low, so I thought it might be a problem.

Your network utilization just shows the amount of bandwidth you are currently using on your network connection. The more you use the slower other network operations will be, so that is not your problem.

It sounds more likely your problem is internet congestion. The more people in your area that are using the same ISP as you will congest the intermnet bandwidth in your area, that is why your connection gets slow at certain times of the day, most likely when school gets out and in the early evening....

Utilization is how much you are using your network capacity. The higher the percentage the worse your network performance will be.

You want as low network utilization as possible.

It may sound counter-intuitive at first blush, but if you think about it a little more, then it will make sense.

Think of it like a highway. Can you go faster when there are tons of cars on the highway in bumper to bumper traffic (100% utilization) or when there is hardly any cars on the road at all.

0.2 is less than 1% utilization, that is basically nothing. Your connection speed has nothing to do with your utilization. It sounds like you have a wireless connection. How far away is your ap/router? If it is wireless, you could have interference. What is telling you that your conn speed is low?

Unless you are sending or recieving huge amounts of data.......(typical of a virus or worm or just downloading stuff).....................normal network utilization should stay around 0% with periodic peaks if you are not doing (sending or recieving data) anything.

check your provider's bandwidth... your throughput (net speed) relies on it. also, check your pc's capability. try enhancing/ upgrading your pc....
