That number is a FEDERAL number and you need it (or, in some cases where you don't have employees, you can use your own Social Security number as your tax number) in EVERY state for your FEDERAL taxes.
The state may have their own requirements in addition to this. Check with both the IRS and the state agency for the requirements.

You really can't start a business anywhere in the US without a federal EIN, unless the business consists solely of yourself.

If you are sole or DBA (doing business as) your SS # is your tax ID.

if you are Inc, Corp, S Corp, LLC, then you will get a tax ID.
