I believe it was in Chicago during the 80s but I could be wrong. Aparently, the "no-corner" shaped rooms made the tenants have psychological problems that even led them to suicide and mental disorders. The building was destroyed.

That would make ANYONE go crazy! You expect to be able to open your windows with a latch, but you can't because there's like a million corners in a window!

That might explain some of the insanity that goes on in the oval office.
I never heard of the building you mention, but there is an apartment block here in Sydney. Because of the shape of the exterior, there are no rectangular rooms. The only right-angles are where the walls meet the floor or ceiling. It's not a pleasant place to be in, and I wouldn't be surprised if some of the residents develop psychoses.

I'm not exactly sure about what happend. Although maybe it wasn't the room that caused them to become crazy. Maybe the first person who lived there died of natural causes but nobody knew that and thought that person had gone crazy and poisoned himself. Then the people who later moved in drove themselfs crazy just by worrying about the first person who lived there. Although I'm not sure about my answer it seems reasonible to me.

According to chinese feng shui round shaped house, the qi (air movement?) is not still. It does not create a restful home.

Circles are a representation of emotionality so maybe being surrounded by one made their emotions come out and splatter everywhere till they couldn't take it anymore.
