u mean a lunch wagon that stops at factories and warehouses? I have no first-hand knowledge of this area but i would think this is one instance where it would be easier to take over an existing business from someone who wants to bail out, rather than starting from scratch. because you would need permission/goodwill from businesses to go on their property and distract their workers, and that to me would be a diffiicult thing to obtain overnight. Also I suspect there is some sort of public health inspection permit needed--they might want to see where you are preparing those sandwiches and I think health inspectors frown upon using one's home kitchen for that purpose.
there's a show on the food network where they profile people who started food-related businesses and they talk about regulatory stuff like health inspectors who won't let you use your own kitchen to make stuff to sell. wish I could remember the name of that show.

You will probably need the following:
county occupational license, health dept/ restaurant license, liability insurance (a county requirement). Then if you plan on selling on construction sites permission from the site foreman (and sometimes a small bribe), you will need some sort of refrigeration, and if you are thinking of making the food at home you may have some problems with the local authorities.
Best advice... work for someone in the business to learn and see if it can work for you... GOOD LUCK !! (sincerely)
