Yes! Talking excessively I do mind a bit but not enough to be illegal, but texting is a big no no. Come on! If you text in the first place it doesn't matter how long it takes to text back. If someone called you then there might be an urgency in it.

UH YES>, it should be illegal to use your cell while driving. I saw someone hit someone on a bike today and the driver of the car was on her cell and the guys bike ended up UNDER her car, he was smart enough to see she wasnt paying attention and jumped off before he got seriously hurt

It is not safe. They should probably start the issuance of 'negligence' tickets. The fine should be on a rising scale based on each new ticket. Risking the lives of others, to have a little conversation should not even be considered by thoughtful minded individuals

I believe it should be illegal until you are over the age of 21, because then they are responsible (SUPPOSEDLY) adults, and they have enough driving skills and common sense(hopefully!) to be safe.
