What operating system?

In XP I expect reducing the RAM speed may actually make it slower; in most situations the increased RAM will not be used thus the slower RAM will slow the machine down . For XP I expect little difference in computer performance as the RAM is increased beyond 1GB with the speed of the RAM kept constant.

In Vista 3GB will probably make the machine slightly faster. In situations where 2GB or less RAM is being used the 16% slower RAM will work against you.

no pc3200 is faster, memory just stores thing and can make it seem faster, but its usually just the programs can run on the memory.

Yep. The more memory you have on a computer, the faster it works becuase it does not have to transfer as many files from tempoary files to permanent files.

If the 2GB is on dual channel mode (ie, 2x1GB on a board that supports dual channel memory), it will be faster than 3GB running in normal single channel mode.
