People form gangs because they feel disconnected to society in general. People need to belong, this makes them feel safe. So amongst the poor, long-term unemployed etc gangs are very common.

Gangs fight each other, and society.

Symbols of society include the police, fire services and ambulance. These are the things they are attack.
Attacking the police are a little difficult, so other services are easy targets.

If they are training for combat with other gangs or police, it seems logical that they might find it a relatively non-lethal way of keeping in shape. They also should be in a kind of prison that has iron bars, not local bars.

Being in a gang is self destructive so trying to find logic in their actions is futile.

Well least they can do is create more jobs for the internal security or the Ministry of Home affairs.
