Normally, we know the word and we refer to the dictionary for its meaning. But what if I want a word with a particular meaning? Are their any web-sites that allow us to do that? Pls. send me links.

What you need is a "reverse dictionary" -- like this one:

Yes, I'm sure a reverse dictionary will work. But if it doesn't, maybe you can use a thesaurus if it's a certain adjective. Good luck!
