At low speeds, opening the window doesn't create much drag, so this is your best option. However, since aerodynamics are a big part of cars these days, once you are above 30-35 mph, put the windows up and turn on the A/C.

When you have the air conditioner on the engine does work harder, and that lessens your fuel economy. If you keep the windows open, the drag shouldn't lower your fuel economy as much as using the air conditioner does. The problem is that sometimes it's so hot that even opening all the windows doesnt really do anything, so sometimes if you want to be comrotable in the car, you can't avoid using the air conditioner

Using the A/C uses power from the engine, thus lowering the fuel economy. The drag from open windows would have an effect also, but not near as much as using the A/C

Turn off the A/C and keep the windows up. Put two blocks of Ice in the Back Floor Board and turn the fan on high. Then you get both, fuel economy and A/C.
