Should the radiator fan on an 87 corvette run all the time? Or does it cut off an on?

There is a relay, and thermal switch at the base of the radiator that controls it.

And, it should turn on ANY time the A/C is running.

If its electric they should turn off when not needed, If its attached to a belt and or a shaft of some sort then yes.
