No they don't. A fish's reproductive system work entirely differently than a humans or dogs and a menstrual cycle is not needed.

Lol. No, fish reproduce much differently than humans. They are not mammals. The are ovoviparous, which basically means that they lay eggs. It wouldn't make sense for them to get periods.
