Unfortunately there are no legitimate agents in Louisiana, at least none that are franchised by the Screen Actor's Guild. The closest ones to you would be in Florida. If you're serious about an acting career you would need to move. Los Angeles for TV/Film and NY for theatre. SAG.org has resources to look up legitimate agents in lots of areas where filming is prevalent, unfortunately New Orleans isn't one of them. Good luck!
