I would have to say California not just because I play in California but we have so much talented players here. Thats why USC always has the best scouting in the nation, because all of their players come from California schools

A lot depends on what you mean by "best". When I read "Friday Night Lights", it makes me believe that Texas is the best high school football state. I live in a community that has problems voting to approve a new school for 10 million dollars; Odessa, Texas, approved a 20,000 seat stadium referendum for $5.6 million in the early 80's. And they sell it out every Friday night! Heck, that stadium is larger than most I-AA stadiums, and competitive with most of the C-USA and Sun Belt schools. Players found the atmosphere at Texas Christian to be lower key than high school at Permian.
Attitudes like that is why Texas must be the best high school football state in the USA.

Its no doubt Florida at number 1, Texas at number 2, and Cali at 3. Theres a reason Florida, FSU, and Miami are consistently in the Top 25. No other state can say that. USC is always at the top but UCLA and Cal are all over the place. Anyways, this is about high school. I think the best high school is played down south with Miami being the best city for high school players. BTW I think its Sept 15th that Miami Northwestern play Southlake Carroll in Texas. They should both be ranked 1 and 2 in the country. One of the most talked about high school games ever.

OH! IO! The sport was invented here. If you looked at the amount of college athletes from different states and compared that to the states population, Ohio would be number 1. We have as many D-1 college programs as any other state, but we are not in the top 10 in population. Where do the D-1 college programs get their athletes from you ask? Our great high school system.

Well, doesn't it depend on what you mean? Do you mean the amount of support HSFB receives in a state? Or do you mean the number of or highest percentage of College or NFL players it produces? I'm from Oklahoma so we're too small to compete with the bigger states (though we have produced some of the all time greats), but I'll give you my top five (IN NO PARTICULAR ORDER) based on how many College players the state produces:
Florida
Texas
California
Ohio
Pennsylvania
I have no data to back this up, just years of being a fan.
