why when i call a cingular phone it says the person you trying to reach is not accepting call at this time please try your call later then it says message 24ca03mo

In most of their areas now you have to dial the area code

Mots times that usually that can happen if the person at the other end doesn't answer of doesn't have enough credit in their phone.

The line is either suspended or cancelled.
