It has to be "She thinks his name was John" by Reba McEntire. Here it is below.

She Thinks His Name Was John

She can account for all of the men in her past
Where they are now, who they married, how many kids they have
She knew their backgrounds, family and friends
A few she even talks to now and then

But there is one she can’t put her finger on
There is one who never leaves her thoughts
And she thinks his name was john

A chance meeting, a party a few years back
Broad shoulders and blue eyes, his hair was so black
He was a friend of a friend you could say
She let his smile just sweep her away
And in her heart she knew it was wrong
But too much wine and she left his bed at dawn
And she thinks his name was john

Now each day is one day that’s left in her life
She won’t know love, have a marriage or sing lullabies
She lays all alone and cries herself to sleep
’cause she let a stranger kill her hopes and her dreams

And all her friends say what a pity what a loss
And in the end when she was barely hanging on
All she could say is she thinks his name was john

"He Stopped Loving Her Today" ~ George Jones.
"I'm so Lonesome I Could Cry" ~ Hank Williams
"My Favorite Memory" ~ Merle Haggard
"Heaven Can't be Found" ~ Hank Williams Jr

And for me the all time saddest country song is without a doubt:

"Five Shots of Whiskey" by Hank Williams III

I agree with Mr. danger, you all aren't really listening to country music if you think rascal flatts of jason michael carol sing sad songs. Some of the best sad COUNTRY songs I can think of include:

Neon Moon by Brooks and Dunn
Best I Ever Had by Gary Allan
Hurt by Johnny Cash

Wine into Water

Tonight im as low
As any man can go
Im down and i cant fall much farther
And once upon a time you turned the water into wine
Now on my knees im turning to ya father
Can you help me turn the wine back into water
T. Graham Brown

And, He Stopped Loving Her Today- George Jones

the saddest would have to be What Hurts The Most-Rascal Flatts it is so hard to lose someone it really dose hurt. those of you who dunno this song i u can read the lyrics
i can take the rain pourin' on the roof of this empty
house that don't bother me
i can take a few tears now and then and just let em' out

i'm not afraid to crry every once and a while even though
going on with you gone still upsets me there are days
when again i pretend i'm okay but that's not what gets
me.

( chorus)
what hurts the most is being so close and having
so much to say and watching you walk away- and
never knowin' what could have been and not seein'
that lovin' you is what i was trying to do

its hard to deal with the pain of losin' you everywhere i go...
but i'm doin' it it is hard to force that smile when i see our old friends and i'm alone still harder getten' up gettin' dressed livin' with this regret but i know if i could to it over i would trade, give away all the words that i saved in my heart.. that i left unspoken...

( chorus)
what hurts the most is being so close
and havin' so much to say and watchin' you
walk aw-ay and never knowin' what could
what could have been and not seein' that
lovin' you is what i was tryin' to dooooo oh
what hurts the most is bein' so close! and havn' so much to say and wacthn' you walk awwwaay!! and never knowin' what could have been and not seein that loving you that's what i was tryin' to dooooooooo ohhh
he writes a lot of sad songs so does

This is really an old one but it makes me cry every time i hear it "teddy bear" by red sovine he had another one that was called "roses for mama".
Teddy bear was about a crippled boy whose daddy died he was a trucker. The boy was talking on the cb to other truckers while his mom was away at work. then they all showed up to give him rides and take up a collection for him and his family. Then when his mom came home she got on the cb and said one word of thanks from mama teddy bear cause you just made my little boys dream come true.
