Sounds like it's time for tough love. Find a group home to take her and move her out!

I've never been to prison but i know that any contact is welcome,so the fact that she is writing to someone is probably keeping her ex occupied,i wouldn't worry,unless of course it is of a sexual nature.
You have to find the reason WHY you fight constantly,this has to be dealt with pronto,for both of your sakes.
