This question is very vague, so I think more details are needed. Whether property has been damaged or not, nomatter the situation, I believe it is ideal if the two parties can verbally come to some kind of an agreement, and decide together weather it is necessary to involve other companies or people. For instance, if you were in a car accident, it may be best to go to insurance companies so that neither person has to pay the cost. Or if the person who hit the other does not want their premium to increase, he/she may request to just pay for teh damage out of pocket. If it is a misunderstanding between friends or family members, seek counseling if you cannot come to an agreement.

Many cities have a community mediation program that has worked well. This is a form of non-judicial dispute resolution, and it has been quite successful.

Some things are just not worth hiring an attorney, involving the police, or involving the District Justice. And sometimes, they are unable to do anything.

In the Republican-Democratic country, the first and foremost is "Amicable settlement". If it can not be settled, they go to a higher level of courth hearing. If no one will give in, then go to another higher level until they reach the highest "Supreme Court".

Even better, sit down face to face with the other party. Be willing to give a little in the beginning and clearly explain your position then listen to theirs. A little dialogue goes a long way. Just don't go getting defencive and expect a little criticism.

List the pros and cons of the issue. Get expert opinions and do studies of similar situations. Debate the issue and make a decision based upon the facts.
