I accepted a work offer from a company who issued my work permit and work visa. I still have not traveled to the UAE yet and I am reconsidering the offer. If I decline the offer, will I be able to work in the UAE for another employer ? Does the initial company have to cancel my work permit and visa before I can work for another employer? Will the work visa be canceled automatically after 60 days? What about the work permit?

It is compulsory for the first company to cancel your work permit and work visa. The visa will not be valid after 60days if unused but the work permit will remain unless it is not cancelled. Until then, your next company will not be able to issue a work permit and visa for you.

Just a note: If you have an existing work permit from a company even if your visa was not actually issued, you will not be able to apply for a new one.

You cannot able to work with another employer in UAE till the initial company have not been CANCELLED your existing visa. Otherwise the immigration department will be rejected your new visa application due to the existing one. The work visa will not cancel automatically while expiry of its 60 days validity.
