No. Katrina was a major huricane whose damage was incredibly bungled by state & local authoruties.

Hurricanes - and therefore nature in one of it's most powerful forms - don't have an 'eye' for colour, religion or character, just random destruction. I don't think it's useful to make it a racial issue.

I think the dikes breaking and the flooding after just made it easier for the coprate world to gain more land inside the city.

Absolutely not. New Orleans was a cultural Mecca. What good can come of destroying that culture, that history?
