I live in Californina and would prefer to stay on the west coast. I have no restrictions in cost, location, or public/private. I would prefer to go to a smaller school ( less that 5,000 students). I had one on my mind. But things didnt work out there, so any alternatives would be greatly appreciated.

USC!
I just graduated (today!) with a BS in biological sciences. They have a programa just for marine sciences that goes all the way to PhD, if you like.
The coolest part is that you can actually study on Catalina for one semester or two as an undergraduate! And, you get to do your own research. I did this program, and it was fantastic. The classes were island geology and biogeography, conservation genetics and comparative physiology, along with independent research. You take one class at a time. It's intense, but doable. Basically you have lab 3 days a week for about 4 hours. Every professor I had was part of the marine biology section and all were doing research. It was a wonderful experience, especially if you're marine oriented. Also, you don't have to stay on the island the entire time - USC provides a free boat that brings you up Monday morning and takes you back Friday at noon. Check it out at wrigley.usc.edu

I graduated from Oregon State University. I know they have programs in both marine biology and oceanography. They are good programs! Best in the state of Oregon. And they do have research stations along the coast.

I know University of Oregon also have Marine biology program.

In California, I think University of Santa Barbra has marine biology program also.

It depends on where you live in California. MIssion College is a small community college in the south bay area with a great Marine Biology class.

Pop over to the University of Hawaii. They have a great program.

Have you considered remote studing, try Open University. I am also not UK based, but study BSc chemistry through them.
The only real formal remote varsity.
