Probably the North Island, Hokkaido. Although it is still somewhat prone (in a global perspective) to earthquake! Fully 10% of the planet's active volcanoes are in and around Japan, but that doesn't seem to be slowing them down any!

Probably Okinawa I would say. the whole island of japan is along the rim of fire.

I lived there 2.5 years and we had many earth quakes.
