i have a close relative that works for the county dept. of transportation and they said that some of the top reasons for not having seatbelts on school buses was due to the fact one, that buses arent as likely to be in an accident as a normal car due to their size. another reason they dont put seat belts in school buses is because if there was a fire etc on a school bus small children would most likely panic when they tried to undo their seat belt

If you want a physics answer and not some other type of answer (like policy/safety or whatever). It is because of momentum. Because the bus has such a large mass compared to an ordinary road vehicle, in a collision it's velocity will change by a smaller factor. Collisions between buses are not so likely.

Buses are simply larger than most vehicles on the road..think about a bus getting struck by a train. It doesn't make a whole lot of difference in that case. The same applies to compact cars in that they are less safe than full sized cars.
