i have been offered a cb500 american inport and it has no log book but is all LEAGEL how do i get a uk registed log book and number plate?

Right, first of all you don't don't say if the bike has actually been registered in this country or not.
If it is, do an HPI check and that will tell you if it's stolen or not. Also examine the engine and frame numbers to see if they have been tampered with. Do you know the person you may be buying from, if not does this person have a verifiable address and telephone number and I don't mean a mobile number. If you know someone who is a little more experienced in motorcycles get them to go with you to examine the bike.
If the bike has not been registered in this country you will need a customs document to prove that the import duties have been paid, this should be provided by the person your purchasing the bike from. If he/she doesn't have this document then walk away because you won't be able to register it.

The DVLA website should tell you of all the paperwork you will need, but can be a bit of a night mare with imports sometimes.

One more thing parts can be very hard to get for imports - my 1998 YZF750R is an American Import and I have spent months trying to get the correct jets for the carbs as they are different from UK spec although the same model was sold in the UK.

DVLA site has all the info you need on the paperwork end.But just take note of this a friend bought an American import with papers paid duty etc the bike had been one of many stolen in the US and shipped to Ireland, net result the bike is legally owned by the last owner in the US.My friend lost the bike,his money and has no come back with anybody as he bought a stole bike. check it out and why no papers? best of luck

You need a letter on headed paper from the manufacturer confirming year of constuction and first registration. Then you need to fill in a form from DVLA and pay some money.
