I read best answer to this question and said no loophole for war time and person cited Korean war, Vietnam war, etc. What about if a part of America is being invaded? How can they run an election? Isn't election last thing on the list if that happened? And don't say America or a part of it can't be invaded! And 9-11 didn't happen, right? The world is flat, right? Light can't bend, right?

He absolutely can. All he has to do is enact Martial Law and believe me he has been preparing for it since shortly after 9/11.

To be honest unless something major happened again in our country like an invasion(which I know will not happen cause al-Qaeda wants a Democrat for president) They know that when the elections come in and a democrat wins(please God no) then they pull our troops out and we admit we are losers to the would and open ourselves up to numerous attacks from various countries. But like I said Bush will not be able to go past early 2009 unless there is a attack. I know this war is very hard but remember everyone we were attacked by a enemy that didn't care who died and they killed many in a reprehensible way. Let is never forget 9-11 and what happened on the dark day. It was our Pearl Harbor only they attacked civilians this time and not just Americans but other nationalities along with us. Support our troops and give them what they need...

If we were having an election in New York city on 9/11/01 it might have been prudent to post pone it for a day or two. As for the rest of the country vote on. Extremely remote possibility. Bush will declare martial law before 2009 and try and stay in office. He won't need an invasion. He'll use some excuse, another lie to pull it off.

I don;t think it has been addressed in The Constitution, but I remember hearing, hypotheically that when the President's and the Vice President's term was up, legally they are out of office. If there was no election, then the Speaker of the House would become President.

However, I will say, unless we are invaded by space aliens, ala, " Independence Day" who's going to invade us?

an election was held during the civil war, and Abraham Lincoln was releected. there may be a provision for delay of election tho
