I wouldn't say that the Trojan Horse could be considered a metaphor for war. The Trojan Horse was a device that was used as a guise to win a war, but it is not a representation of a war in and of itself.

Not really, no.
The trojan horse is a metaphor for anything that looks innocent but holds a lot of trouble if let inside the walls.
It's a good metaphor for doubt....

Why would a device used *during* a war (as in an instrument of war) be a metaphor for war itself? I suppose it's possible, but I don't see how.
