The only difference is that the drive can read dvd-ram discs, which hardly anyone uses anyway.

A DVD RAM drive is one that can access DVD RAM disks which are commonly only used in Camcorders. A DVD-ROM drive is a read only drive and normally wouldn't support DVD RAM disks.

The only drive I've ever seen that said DVD RAM on it was also a DVD-RW +R/-R which means that it could also write to DVD+R and DVD-R format disks - a so called "super drive". These are really great because you can also write to any CD format and now they are commonly available for around $40. Check at Newegg.com - I prefer the NEC brand.
