Generally most jurisdictions have a city code regarding that. Try calling neighborhood services or code enforcement. If you look up city code online, it should be in there.

Actually there is in your city (I live in Upper Darby). It is a public nusance ordan. which requires them to keep it a a max of 6" unless proof of vermin nesting is found.
To be honest with you I would find out if there is a local police (satellite) station nearby and walk-in and ask them. In general they will make a pass and ask what is going on. The alternative is to call L&I (phone book). They can enforce the reg.
I beg you not to do anything stupid such as weedkiller or round-up. After next Tuesday everything will probably be better. You do not want to be in trouble for something that will get you a fine or jail.
If you are in a neighborhood of relatively well maintained homes the lack of maintenance will send a message to both you and the police! You may kill two birds with one stone by going to the Satellite or Local Division. If the rest of your neighbors do not care I would suggest re-evaluating your block.
God Bless those that have died this year due to the violence in the city. I, for the first time in over fifteen year, do not permit my wife to go to the city after dark to see her children/adults. It is not a stretch to believe that anyone that does not care about their neighborhood, yard, garden, also does not give a d...n about their neighbor.
Do not try to approach them. Act like you do not care, however, do go to the Police and L&I. I like to think that if it walks like a duck, quacks like a duck, looks like a duck, it is a duck. Although I don't live in PA, I do know there are town ordinances that govern things like mowing the lawn and how many "dead" cars you can keep in the yard.

But before you go off and report your neighbor, maybe you should ask if he/she would like to borrow your mower. When I was going through my divorce, I couldn't afford a landscaper and didn't have a way to mow myself. Instead of offering help, my neighbors complained to the town and I nearly got a summons for it. Maybe all your neighbor needs is a little nudge and a little help.

You could call someone at your local city hall and ask

Also, keep in mind if you do not know this person well, they may be having a bad patch in their life. Try not to come across as mean about it if you can help it ... if that is what is going on. Of course they might be having a lifelong bad patch, it happens, and makes people sour and lazy! I still counsel kindness.
