the new laws set that it is not people on visit visa is not allowed to work under age of 25. is it not allowed to work? or not allowed to get a visa? when will this take effect?

I think you are asking about the status of visit visa holders can work in UAE.
As per the current UAE labor law a person who are residing in the country on a visit visa cannot work anywhere, regardless of his/her age factors and it is an offence.

it is ILLEGAL to work on visit visa...many people are doing this.. but they risk a lot..
