On the off chance you are interested, heres what happened.
In American Samoa, (not ever part of San Francisco) they have had their own rules about wages The cost of living being so much lower than it is in the states they neither needed or wanted wages that would encourage Starkist to pull out and can in another part of the world. Sensibly they asked not to be included in the minimum wage increase congress was talking about at the time. Since they have their own arrangements that include increases, they didn't see the need to suddenly join the mainland in this.
The end result of this interference by 'well-meaning Republicans" is that American Samoa will now have the mainland minimum wage, one that is higher than almost any other job on the island. One that might end its cannery operations. But, there was political hay to be made, so screw the people. As usual.

Indeed a large part of her constituency is involved in the Tuna Industry; she is trying buy votes.
Behind all of this is the fact that the liberals in our federal government think that it is acceptable to, through the police power of government, tell a business how much to pay their employees.
The rest of us (i.e. those who were not educated in government schools or who at least have a half a brain) realize that as a part of a free enterprise economy it is (or should be in this case) the marketplace that decides the compensation associated with a particular job and not the government.

Republican, Democrat, no matter the label, they all kowtow to the special interest groups. All that matters to them is staying in Washington and being the "elected" leaders of the U.S. This way they can manage to get all the kickbacks and have the special interest groups kiss their hind ends. If they are so devoted, if they care so much, why don't they change campaign finance laws and set term limits for themselves? Makes you wonder I hope.
