A folder got deleted and it goes to the recycle bin but the computers have deep freeze on them and they got turned off.

Deep freeze prevents programs from being downloaded permanently. Highly doubtful you can recover it without very specialized software and even that may not work.

is this computer working?
can you get to seach in the start up menu?
if you can and remember the name of te file or date used you might be able to search for it under find files.

the only way that you might be able to get your file back if the system admin unlocks deep freeze. maybe and only maybe will you be able to get your file back.
