Hee hee. You made a funny point. If I had that kind of rating where I work, I don't think I would still have a job.

You mean like the approval rating of Congress which is matching the president at this time oh wait you didn't want to know that or you don't believe in polls that make the democrats look bad.

Ask Clinton and Carter. Carter's was 28% by the end of his term, and Clinton did a whole eight years with an approval rating close to Bush's. In both elections, Clinton benefitted from third-party candidacies and never won the Presidential elections with landslide victories.

He was always frustrated about that.

Bush's approval rating is 34.4 and that is published by RealClearPolitics.com. Since you did not cite I have no idea where you are getting 28% from.

The president's approval rating has fallen to 28%, and I understand your point of it being an 'approval' rating. Perhaps the media should be concentrating on the word 'disapproval' alone.

Sounds like a disapproval rating to me. Good thing (for the President) that we don't have a Vote of Confidence system over here.

The only rating that matters is the one by the voters on the first Tuesday of November every 4 years.

Yes. His 'disaproval rating' would presumably be something less than 72% (100% - 28% - the inevitable "don't know/don't care" responses).
