Tarantulas ARE spiders, but they are much more primitive and have been around much longer than "true" or web-building spiders. Tarantulas are classified as "Mygalamorph" spiders while others are "Araneamorph" spiders. True spiders, the Araneamorphs, evolved from tarantulas and other primitive Mygalamorphs, not the other way around.

Tarantulas ARE spiders.

That said, orb spiders evolved from ground dwelling spiders (trapdoor etc.).

Therefore, it's the other way around.
