I have a US twenty dollar bill that was printed in 1996. It's an error or misprint. On the front of the bill, on the left side, the ink from the reverse side seeped through to the front. It's perfect though. The right side is there and half of the big 0 is there. The half of the 0 is the same width as the border. It's the complete length of the side of the border. (hope that makes sense) It's very dark on the front. (almost like it was supposed to be there) There are other bleed throughs but, they are light and it's on the front and back. For example, when the bill is flat face down on the table with no light shining through, you can still read the seriel number when looking at the back. Then you can also see small spots of the border. It's a very crisp, beautiful twenty dollar bill. It also looks like it was owned by one owner before me and they just got it from the bank and folded it twice and came and spent it where I worked. I can send a pic if you want. Thanks

Take it to a numismatist... It could be counterfeit, in which case it is worthless (and illegal), or it could be an error, and actually worth something...

Can you show a picture of it? I've seen examples of the missing treasury seal on the right side, which is green ink and printed in a separate step. The seal on the left is black, same as the other printing and in theory, should be done at the same time. I would need a good explanation of how that could be missing. The thing to do would be to send it to one of the grading companies along with copies of what the Secret Service sent you - that, you need to keep in case you want to sell it.

The only way to determine what a collectable is worth is to take it to a professional. You will probably pay an appraisal fee. If you want to sell it, you should take it to at least three dealers, and take bids.

Maybe someone spilled ballpoint pen on it, or maybe it's counterfiet. Or maybe it's worth something. Have it examined. You could sell it to Christies and be a millionaire!
