The Victorians were very partial to what came to be called the cast iron plant. This plant tolerates most offenses and still looks good.
Aspidistra elatior, nick named spittoon plant because it could survive barrooms, is a tough evergreen, perennial herb noted for its ability to withstand abuse and neglect.
My favorite;
Sansevieria trifasciata - Snake Plant. The upright fronds fit into a small footprint but are elegantly banded like some snakes are. The tough leaf fibres were use to make bow strings but earned the plant the evil name of 'Mother-in-law Tongue'.
Sansevieria trifasciata cv "Laurentii" Goldband Sansevieria has a vaiegated band the length of the leaf. Variegation can be gold or silver
Dracaena varieties (including the popular lucky bamboo if you are into feng shui)
Dracaena fragrans called Corn Plant because the leaves look like a corn's.

You're best bet is probably start with some fake plants and a few "real" plants that way when your green thumb doesn't work you'll still have some color. Why spend a bunch on money on something you yourself says you will kill? Start small, and be dedicated. It'll depend on what direction your balcony is facing. NORTH, SOUTH, EAST, WEST stop by your local garden center ask what will grow best. (P.S. the sun come up in the East and goes down in the west, If it's neither of those two then North is on the right side of the setting sun.)

gardengallivant knows what she/he is talking about. My vote goes to Mass Cane, the Dracaena fragrans 'Massangeana'. They are tough as nails. As for a plant with a bloom, the toughest in my opinion is the Peace Lily, Spathiphyllum. They need water, but if you forget, they will tell you, and then perk back up to thank you for the drink.

Ivy's are really good plants to have...that was the first plant that I got when I moved out into my own house, and sometimes I have forgotten to water it...It's still Alive and growing!

Philodendran (and other names) these are sturdy vines with heart-shaped leaves. They need only a little sunlight, and are pretty tolerant of being drowned or forgetten. They grow all year long. Knobs along the vine are 'roots' that seek more dirt for nutrition.
Clippings (with the root knobs) will start easily in water, as long as they get some sunlight.

Consider a Christmas cactus, or possibly Swedish Ivy.
Both are extremely HARDY plants, and can go without water for a while (in case you forget). Both do bloom, one in summer and one in winter. Best thing...........BOTH required virtually NO CARE, other than an occasional watering.

Orchids last for about 4-6 weeks at least if you water them if you put the in frount of a closed window and water them every other day!!
