Traditionally paper has been used, I think it is called waxed paper.
If you can not find it, the paper they sell for use in an oven might help.
Or look at these websites:

Looking through the older questions I saw someone advising to use rice paper, sold at oriental shops/food-markets.

garden sticks might be a little heavy i would try and get a hold of balsa wood(sp?) its light and easy to cut and things like that! If you're making kites with kids using the comics from a newspaper would be easy to get ahold. Masking tape the newspaper to both sides of the kite so the paper encloses the wooden frame! Goodluck!

When I was a child, my Dad helped us make kites, way back in the 50's! Make the kite shape with balsa wood and glue, then fill in the spaces with ordinary brown wrapping paper, which you can buy at the Post Office usually. Then add a lot of string, wrapped around a 6-inch piece of broom handle!
