Bush does not have a vast vocabulary of military terms. So all actions fall into one of the following.

Stay The Course
Mission Accomplished
Surge

A General's job is to protect is troops while getting the job done. If the dimagraphics in an area changes it's perfectly acceptable and expected to request more troops or to release troops to go to other areas.

Problem with this war is that the media is trying to direct how it should be fought. And the Demo's want to micro manage it.

Of course every general wants more troops and has the right to ask for more troops. Whether or not they will actually get more troops is a different story.
