Of course we are! Unless a person is under hypnosis [highly unlikely] or fitted with a radio-controlled robotic chip that controls their actions [also highly unlikely], people are 100% responsible for their own decisions, and the actions they take from those decisions.
Who else could they possibly blame but themselves?

In the end, we are all responsible for our actions. In the meantime, though, there are groups who would like to blame actions on anything and anyone but the doer.

Yes, unless you're medically or mentally challenged to the point you don't have control of yourself, or maybe somebody is holding a gun to your head (metaphorically or otherwise), then your off the hook.
Some people give up their responsibility to others; soldiers follow orders, people who walk in the road give up their responsibility to the drivers.
Kids are not responsible, their parents are.
The boss says "jump", you say "How high?" who's responsible?, you can say No
